A Governor with extrasensory perception skills was tasked with hunting down the Valiant Force, a group of superhuman soldiers known as the black hunters or Quetzal. These hunters utilized special armor developed by Hakua Riken in conjunction with Monoceros.

While both Monoceros and Quetzal possess artificially enhanced tissue, Quetzal differs in design and purpose. Quetzal was engineered with heightened vision, hearing, and olfactory senses, granting it innate threat-detection abilities that greatly enhance its survival capabilities on the battlefield. Unlike Monoceros, which was primarily offensive in nature, Quetzal was designed to prioritize defense and safeguarding allies, a role in which it has excelled during combat operations.
